Creek, lagoon and levee: where Oceano's flood exposure comes from
Oceano is an unincorporated community of about 7,200 people on 1.5 square miles, and the county names it, along with Arroyo Grande, as protected by the Arroyo Grande Creek Channel. That 3.5-mile levee system confines the creek from Los Berros Creek to the Pacific, and the county's 100-Year Flood Plain map for Oceano is public. Pull it up for your address.
Under the county's levee failure plan, low-lying areas around the Oceano Lagoon flood from high creek flows and Meadow Creek drainage. Homes north of the creek are protected by the north levee, and farmland and homes south of the creek by the south levee. Knowing which side you are on tells you which county notices to watch.
When water is spreading in Oceano
Rising water at the door is not the same job as a broken pipe. If creek or lagoon water is entering, assume it is contaminated, keep people and pets out, and leave electrical panels alone if you cannot reach them dry. Call 911 for any electrical or gas risk before you call us.
For everything else, call (805) 291-8940. The emergency line is answered 24/7, and our flood crews pump out, remove wet carpet and pad, and set drying equipment. Same-day response when available.
Emergency dispatch is available around the clock for Oceano and Halcyon, so a pipe that lets go at 3 a.m. gets the same answer as one that fails at noon.
The emergency line is answered 24/7.
Before We Arrive
Close the main valve if a pipe is involved
Rising creek water is different. Do not wade out to find a valve.
Turn off power only from a dry spot
If water is near the panel or outlets, stay out and call the utility.
Lift contents above the waterline
Use shelves, counters and beds. Take photos of the waterline on walls.
Keep family and animals away
Floodwater can carry sewage and runoff.
Call the 24/7 line
Give the address, the water depth and what is wet.

What the county's levee story means for a homeowner
Facts from the county's own pages, with the action each one suggests.
- The channel was built in 1961 and designed for 50-year protection. Development has since reduced that, so a flood once expected every 50 years is now estimated every 15 to 20. Do not treat an old floodplain label as current, and check the FEMA map.
- The 2022 to 2023 winter storms damaged the Oceano levees through overtopping and seepage, and the county repaired them in the Emergency Levee Rehabilitation Project. If you saw seepage near your property, document it and tell the county.
- The county offers a Storm and Flood Preparation flyer and a Channel Flooding Evacuation brochure. Keep both with your insurance papers.
- Flood damage is usually excluded from standard homeowners policies and needs separate flood coverage, so check your policy now.
Who to call for what: district, county and restoration crew
The Oceano Community Services District at 1655 Front Street provides sewer and water in Oceano and Halcyon, so call it about a main line, a meter or a street sewer problem. Halcyon is a neighbor in that district, and it is mentioned here only to explain who serves it, not because it is covered by this page.
Questions about the creek channel or levee go to San Luis Obispo County Public Works. Cleanup and drying inside your house go to us, and a full flood damage restoration job starts with extraction. For pumping standing water fast, see emergency water removal.
From extraction to dry framing
Our dispatch works on a simple order, and an S500-minded crew documents each stage.
- 1
Pump and extract
Standing water goes first, then saturated pad and mud.
- 2
Remove what cannot be saved
Porous materials touched by floodwater, such as pad, insulation and low drywall, usually come out.
- 3
Dry and dehumidify
Air movers and LGR dehumidifiers run until moisture readings in studs and subfloor come down.
- 4
Sanitize and rebuild
Cleaning follows, then repair scope is explained before work starts.
What affects the bill on a flood job
Flood water is usually Category 2 or 3, so the first cost driver is contamination. After that come the depth and area, the materials the water touched, how many days of drying equipment the job needs and how much has to be rebuilt.

Dunes, vehicles and visitors
Oceano Dunes State Vehicular Recreation Area covers about 1,500 acres and is the only California state park where vehicles may drive on the beach. Sand and salty air get tracked indoors, so after a flood tell the crew about sand in floor cavities, because it clogs pumps and hides moisture.

Next door and after the water goes down
The creek that passes through Arroyo Grande ends its run near here, and neighbors in Grover Beach and Pismo Beach have their own pages. Once the structure is dry, our mold remediation page explains what to do if growth appears, and testing and cleanup follow ANSI/IICRC S520.
Common Questions
Do you cover every ZIP code in Oceano?
Oceano is covered under ZIP 93445, from the dunes and Front Street area to the neighborhoods along the creek and lagoon. Halcyon is a neighboring community served by the same community services district, but it is not part of our coverage.
Is emergency water removal available in Oceano?
Yes. The line answers 24/7 and we send a licensed and insured crew with extraction units when available. We do not promise arrival times.
Is my house in the Oceano flood plain?
The county publishes a 100-Year Flood Plain map for Oceano, and FEMA has a Flood Map Service Center. Check both for your exact address, since we cannot assign a flood zone.
Does homeowners insurance cover creek flooding?
Flood is usually excluded from standard homeowners policies and needs separate flood coverage. Check your policy or ask your insurer.
Can you stop my house from flooding next winter?
No. Restoration repairs damage and is not waterproofing. A licensed contractor or the county can speak to drainage and levee questions.
What if sewage is involved?
Stay out of the water and call. We treat sewage as contaminated water and sanitize after removal, working to ANSI/IICRC S500.
